How to setup the URL which contains the Simplified Chinese (encoding GB2312)? When I setup this URL:

http://search.cs.com.cn/search/outline.jsp?searchWhere=docTitle=' 光伏' or docContent=' 光伏 '

I got the error message:

But the page is ok with english. Please help, Thanks!
